toolchain

The toolchains an action may name, each with the fixed probe commands every runner runs in its sandbox, on the fixed PATH /usr/local/bin:/usr/bin:/bin, once when it starts serving ([Toolchain::probes]). An action names them in [[actions]] toolchain, and a node step adds node. A runner's toolchain_hash is the HASH of the canonical CBOR array, sorted by value, of [value, [probe, ...]] for rust and every toolchain an action in force names, each probe [exit status, stdout bytes], or the fixed marker absent when its binary is on none of the PATH's directories, so a quorum counts only attestations of runners that agree on every one of them.
